Arthur Woodburn, PC D.Litt. (1890-1978), Scottish Secretary of the Labour Party, 1932-39, President of the National Council of Labour Colleges, 1937-65, Labour M.P. for Clackmannan and East Stirling, 1939-70, Parliamentary Secretary to the Ministry of Supply 1945-7, and Secretary of State for Scotland, 1947-50.
