Scope and Contents
The letter here is written by Thomas Lees in his capacity as Town Clerk for Musselburgh. He is writing in response to a complaint of the Sabbath School Teachers relating to caddies on Musselburgh Links. The exact nature of the complaint is not known. Although the letter included a copy of the rules and regulations for caddies, the letter acknowledges that they have been unable to enforce many of them.
The 1851 rules for caddies and club carriers include obtaining a licence from the Provost or Magistrates; paying two shillings and sixpence for the licence and badge; and refraining from using 'scurrilous or improper language'.
