The scrap book is arranged in two roughly alphabetical series according to the name of the sender (folios 1-26, 30-73). Most of these envelopes are franked, but a few have the penny post stamp. There are numerous gaps where envelopes have been removed, and in some cases the name of the sender has been pencilled in. Some printed and manuscript items connected with the history of franking and of the penny post, found loose in the volume, have been inserted at folio 75.
