The typescript is dated April 1916 (folio 2). On folio i there is a pencilled note, signed E S H[aldane]: 'This was the first draft of what R wrote in other form later but it has some interesting points not later recorded’. Despite this inscription this is a copy of MS.6109, folio 302, a corrected earlier version. It is presumably the text of the memorandum which Haldane circulated among certain friends and acquaintances following his exclusion from the Coalition Cabinet in 1915, giving an outline of British pre-war diplomacy in Europe and especially his own share in the negotiations with Germany. The substance of it was later published in his book, ‘Before the war’, and in his 'Autobiography'.
